This Handbook contains DOE-developed explanatory material in support of the Explosives Safety Standard DOE-STD- 1212, including explosives safety requirements referenced in the Code of Federal Regulations (CFR) in 10 CFR 851 , Worker Safety and Health Program. DOE-HDBK-3029 provides criteria and guidance for an acceptable approach to meet DOESTD-1212 requirements for an Explosives Safety Program (ESP). It provides the basic
explosives safety technical requirements for operations and activities involving explosives, explosives assemblies, pyrotechnics and propellants, and assemblies containing these materials; and to the safe management of such operations. The handbook also includes all DOE Explosives Safety Committee (ESC) approved proposals.

Proposed Draft Department of Energy Handbook, Explosives Safety
Handbook
The referenced draft Department of Energy (DOE) Handbook is approved for distribution for
review and comment in RevCom for the Technical Standards Program (TSP). After
comments have been resolved and this document has been approved, the Handbook will be
issued as the final DOE Standard.
This DOE Explosives Safety Handbook is new. This Handbook contains DOE-developed
explanatory material in support of the Explosives Safety Standard DOE-STD- 1212, including
explosives safety requirements referenced in the Code of Federal Regulations (CFR) in l 0
CFR 851 , Worker Safety and Health Program.
DOE-HDBK-3029 provides criteria and guidance for an acceptable approach to meet DOE
STD-1212 requirements for an Explosives Safety Program (ESP). It provides the basic
explosives safety technical requirements for operations and activities involving explosives,
explosives assemblies, pyrotechnics and propellants, and assemblies containing these
materials; and to the safe management of such operations. The handbook also includes all
DOE Explosives Safety Committee (ESC) approved proposals.
This Handbook should now be subjected to a formal review in accordance with TSP
RevCom to ensure all potentially impacted entities have the opportunity for review and
comment as part of its finalization. In addition to the standard list of Technical Standard
Managers, notification of the availability of this document should be provided to the same all
pertinent subject matter experts that receive DOE-STD- 1212. The comment period should
be 60 days.
An electronic copy of the draft subject Handbook is being provided concurrently with this
memorandum. We understand the comment period for this document will not begin until the
document is posted and available in RevCom for TSP.
