SUBJECT: Proposed Cancellation of Department of Energy Technical
Standard 3003-2000, Backup Power Sources for DOE
Facilities
The Office of Nuclear Safety recommends the cancellation and archiving of the subject
standard, and submits this proposal for review and comment in accordance with the
Department of Energy (DOE) Technical Standards Program (TSP).
Based on discussions with DOE site personnel and contractors, review of site surveys,
and review of current DOE uses of industry practices, the Office of Nuclear Safety
concludes that the purpose of the DOE Standard (STD) 3003-2000, Backup Power
Sources for DOE Facilities, are adequately fulfilled by consensus industry codes and
standards.
Many DOE sites and contractors are already using applicable industry codes and
standards instead of the DOE-STD-3003-2000. Specifically, the DOE sites and
contractors are using National Fire Protection Association (NFPA) 110, Standard for
Emergency and Standby Power Systems; NFPA 111, Standard on Stored Electrical
Energy Emergency and Standby Power Systems; and other applicable industry codes
and standards as identified in DOE Order 420.1, Facility Safety (version B or C, as
applicable). Moreover, DOE-STD-3003-2000 is not invoked as a requirement in any
DOE directives; and its cancellation will not have any adverse effect on DOE facilities
design, operations, or maintenance practices. If cancelled, the Standard will be archived
and remain available on the TSP Website.
I request the normal 60 day comment period to begin once the document is posted and
available in the Technical Standards Program RevCom.
